Job Description
The Community Engagement Officer (CEO) will work with CHMTs, local leaders, and community mobilizers to implement lifesaving HIV prevention programs targeting at-risk adults and children. The role includes monitoring community mobilization activities to ensure compliance with national standards and EpiC standard operating procedures.
The CEO will supervise and manage community mobilizers (CMs), oversee the execution of EPOA, and facilitate monthly review meetings. S/he will act as the liaison between the project, government teams, and communities, while coordinating with case management teams and health facilities to ensure continuity of care.
This position reports to the Program Manager and requires close collaboration with the CSO Biomedical Technical Officer, CSO Data Officer, and peers (educators, mobilizers, navigators) to support the delivery of comprehensive HIV services (HTS, PrEP, HIVST, TB, GBV, and family planning).

Specific Duties
A. Community Engagement
- Collaborate with CBHCo, CHACC, WEOs, and local government officials to manage community engagement portfolios.
- Coordinate and support peers, mobilizers, and PNs to ensure timely implementation of mobilization activities.
- Build the capacity of peers and mobilizers to plan and deliver high-quality community engagement activities in line with EpiC guidelines.
- Establish case management teams with health facilities for effective follow-up of HIV-positive clients.
- Support peers and mobilizers in developing monthly route plans for demand generation activities.
- Work with district officials to facilitate community engagement trainings and orientations.
- Conduct monthly supportive supervision visits to assess mobilization activities and integration with other services.
- Ensure timely completion of deliverables and reports.
- Build strong working relationships with stakeholders, R/CHMTs, and program partners.
- Collaborate with other project team members to ensure smooth, integrated planning and implementation.
- Monitor implementation plans against EpiC project targets.
- Document experiences and prepare reports, presentations, briefs, and success stories.
- Monitor the performance of peers, mobilizers, and PNs, including quality of submitted data.
- Assess community responses at ward and district levels.
- Bachelor’s degree in social sciences, public health, or related field with 5–7 years’ relevant experience; OR
- Master’s degree in social sciences, public health, or related field with 5–7 years’ relevant experience.
- At least 5–7 years’ progressive experience in project coordination and management.
- Familiarity with USAID/PEPFAR-funded programs.
- Strong monitoring and evaluation background.
- Proven ability to work under tight deadlines and deliver results with minimal supervision.
- Excellent written and spoken communication skills in English.
- Strong computer skills.
