Job Description
The Bio Medical Technical Officer will provide technical support in implementing and expanding integrated HIV services, including lifesaving HIV prevention programs targeting at-risk adults and children. The role involves managing clinical service provision at designated health facilities, mobile/outreach sites, and hotspots.
The BTO will oversee HIV counseling and testing services, TB, GBV, HIVST, PrEP, care and treatment referrals, and adherence counseling. The position requires collaboration with CHMTs, care and treatment partners, and communities to ensure continuity of prevention and treatment services, while also guiding healthcare providers in delivering quality biomedical interventions.

The BTO will oversee HIV counseling and testing services, TB, GBV, HIVST, PrEP, care and treatment referrals, and adherence counseling. The position requires collaboration with CHMTs, care and treatment partners, and communities to ensure continuity of prevention and treatment services, while also guiding healthcare providers in delivering quality biomedical interventions.
Key Responsibilities
- Coordinate, supervise, and provide HIV testing services (HTS), HIVST, PrEP, referrals to care and treatment, and linkages to GBV, TB, and STI services.
- Train healthcare workers and community health workers on HIV management, PrEP, TB screening, and STI integration.
- Ensure compliance with MOHSW national guidelines and clinical protocols at health facilities and mobile outreaches.
- Provide ongoing coaching, mentoring, and hands-on supervision to clinicians and outreach staff.
- Develop protocols and standard operating procedures for referrals and case management of HIV-positive clients.
- Support proposal development, research, and documentation of activities.
- Train community counselors on HIV standards, adherence counseling, partner tracing, and case management.
- Prepare and submit monthly reports on clinical activities in line with donor requirements.
- MD degree with 1–3 years of experience in community-based biomedical/KVP-focused services; OR
- Master’s degree in public health/nursing with 3–5 years of relevant experience; OR
- Bachelor’s degree in nursing/clinical medicine with 5–7 years of relevant experience.
- Strong clinical background in HIV/AIDS testing, counseling, care and treatment, and family planning.
- Proven experience in clinical training, mentoring, and capacity building.
- Strong communication and organizational skills in both English and Kiswahili.
- Demonstrated knowledge of Tanzania’s public health system.
- Minimum of 5 years’ experience in HIV prevention and treatment.
- Ability to liaise with district-level health officials, NGOs, and CBOs.
